Any time I try and send a PM it goes to my outbox and stops, never sending.
Is this a bug or a setting?

It's just the way the forum works...it stays in your outbox until the person reads it - so you know if it's been read if it's no longer in your outbox.

Try now. I've fixed this for someone else but forgotten what I did (doh), but hopefully what I have just done has fixed it for you both. Send me a PM if it hasn't.
